LABOR CATEGORY DESCRIPTIONS

A - Project Manager

Minimum/General Experience: Six (6) to thirteen (13) years of experience performing complex functional activities of the project by providing management and technical direction to project personnel. Must be familiar with the principles of regularly exercising independent judgment, as well as a high level of analytic skill, in solving complex technical, administrative, and managerial problems. Provides overall direction for all project level activities.

Functional Responsibility: Under limited supervision, responsible for all aspects of project performance (i.e., technical, contractual, administrative, financial). Manages and supervises personnel involved in all aspects of project activity, organizes and assigns responsibilities to subordinates, and oversees the successful completion of all assigned tasks.

Minimum Education: Bachelor's Degree in Computer Science or related field.

B - Network Administrator

Minimum/General Experience: Three (3) to Five (5) years of hardware and software experience, with strong telecommunications background. Knowledge of TCP/IP, file server applications, Novell Netware, DOS, Windows, Internet, and SNMP with a minimum of two years Novell Netware administration experience. Knowledge of routing protocol, LAN, bridges, cabling, and a variety of personal computer software such as, Windows, WordPerfect, Lotus databases, and Macintosh software. Experience in help desk operations with direct responsibility for identifying, tracking, and resolving problems. Excellent communication and interpersonal skills needed. Incumbent works under limited supervision. The nature of the work requires the development of a high degree of resourcefulness, independent judgement, and initiative.

Functional Responsibility: Individual holding this position will install, maintain, trouble shoot, and monitor LANs/WANs and associated hardware and software.

Minimum Education: BS/BA Degree in Computer Science or related field. With seven years general experience of which at least five years is specialized, a degree is not required.

C - Network Tech Support

Minimum/General Experience: One (1) to three (3) years of experience configuring, troubleshooting, and support PC hardware/software and desktop networks. Knowledge of routing protocol, LAN, bridges, cabling, and a variety of popular personal computer software is required.

Functional Responsibility: Analysis, Planning, Implementation and support of customer owned LAN systems based architecture. Assists in installing expansion boards, disk drives, interface hardware, cable connectors, monitors, printers, and other microcomputer hardware components in accordance with standards and specifications; assists in installing commercial PC applications-software packages; and configures target PC systems.

Minimum Education: Bachelor's Degree in Computer Science or related field.  With six years general experience of which at least four years is specialized, a degree is not required.

 D - Graphics Designer

Minimum/General Experience: Minimum two (2) years of experience designing and preparing brochures, flip charts, illustrations, and related graphic materials using sophisticated computer-aided graphics software packages.  Resolving computer design problems using available software tools and demonstrating creativity and resourcefulness, as well as the occasional use of independent judgment, when interfacing with members of the technical staff.

Functional Responsibility: Reviews graphics requests to determine scope of requirements, consults with and advises requester regarding the most appropriate and economical means of effective request. Designs templates for use by word processing and graphics staff to produce documents (e.g., proposals); prepares camera-ready layouts, including stripping and color separations for multicolor printing tasks.

Minimum Education: Bachelor's Degree or related field. With five years general experience of which at least three years is specialized, a degree is not required.

E - Senior Programmer/Analyst

Minimum/General Experience: Four (4) to nine (9) years of related experience performing routine design, coding, and documentation of application programs for computers and related equipment used for scientific or commercial projects.
Functional Responsibility: Under minimum supervision, analyzes, designs, codes, and documents complex applications for large-scale computers and related equipment appropriate to scientific and commercial projects. Performs technical tasks using both standard and nonstandard analysis, design, and programming methods and techniques. Determines customer requirements for the final program or system. Analyzes problems in terms of such factors as user requirements, input data and form, output data and form, available computer configuration, processing turnaround requirements, input and output checking, and overall problem-schedule requirements. Advises on computer requirements and limitations to help define automation needs. May provide advice on system design configurations, procedural and technical aspects of automated records, hardware acquisition, and maintenance. Develops and writes machine or other suitable source language instructions required for computer processing.
Minimum Education: Bachelor's Degree in Computer Science or related field.
With eleven years general experience of which at least nine years is specialized, a degree is not required.

 F - Applications Programmer

Minimum/General Experience: This position requires a minimum of five years experience, of which at least three years must be specialized. Specialized experience includes experience as an applications programmer on large-scale data base management systems, knowledge of computer equipment and ability to develop complex software to satisfy design objectives. Demonstrated ability to work independently or under only general direction.

Functional Responsibility: Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to programmers to ensure program deadlines are met.

Education: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

 G - Associate Help Desk

Minimum/General Experience: Two (2) years of technical experience in software and/or hardware used in standard configurations in Information Technology applications. Knowledge of Help Desk functions, procedures, and technical support.

Functional Responsibility: Performs Help Desk functions using standard software, tools, and procedures. Must have experience in the software/hardware configurations supported with detailed knowledge of the support network available for technical consultation.

Minimum Education: Associates Degree.  Four (4) years of additional experience is considered equivalent to the education requirement.

 H - Jr. Technician

Minimum/General Experience: Two (2) years of experience in providing technical support to systems or equipment.

Functional Responsibility: Performs troubleshooting, repair, and installation functions under the supervision and guidance of senior technicians. May function as an installation team member or be assigned laboratory/facility maintenance duties as required.

Minimum Education: Associates Degree in engineering or equivalent technical school.  Four (4) years of additional experience is considered equivalent to the education requirement.

I - Assoc. Programmer/Analyst

Minimum/General Experience: One (1) to five (5) years of related experience performing routine design, coding, and documentation of application programs for computers and related equipment used for scientific or commercial projects.
Functional Responsibility: Performs programming tasks based upon specifications and flow diagrams. Translates concepts into program modules for testing, debugging, refinement, and integration with other modules. Prepares draft documentation including program and user documentation. Functions as a member of a software development team under the guidance of more experienced programmers.

Minimum Education: Bachelors degree in Computer Science or related field.

 J - Jr. Tech Support

 Minimum/General Experience: Two (2) years of technical experience in various PC word processing software products (e.g., Microsoft Word, Word Perfect, Project Management, and Excel).

Functional Responsibility: Performs desktop technical support to users.  Works closely with all levels of personnel.

Minimum Education: Bachelors degree. Four (4) years of additional experience is considered equivalent to the education requirement.

K - QA Specialist

Minimum/General Experience: One (1) to four (4) years of applicable experience in the discipline of interest. Must be knowledgeable in the preparation or modification of Quality Assurance (QA) procedures to ensure compliance to customer specifications. Must have experience in the review of test procedures, and in the conduct and documentation of in-house tests prior to formal witnessed tests.

Functional Responsibility: The work methods and/or sequence of work will be governed by oral/written instructions and established procedures. Will generally assist professional staff on tasks considered routine and noncomplex. Interfaces with the technical staff.

Minimum Education: A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

 L - Jr. Web Designer

 Minimum/General Experience: Two (2) years experience with website graphics and/or design. Knowledge of website graphical formats and color palettes. Proficiency with Adobe PhotoShop and PageMaker or similar software.  Must be well organized and team-oriented mindset.

Functional Responsibility: Ensure the quality of design elements on the website. Develop and modify graphics for the website.  Assist in the overall design, navigation and cohesiveness of the site. Meet criteria for making changes to the site as outlined by the Web Producer. Coordinate the work of designers to enhance the appeal of the site.

Minimum Education: Bachelors degree in Computer Science or related field.

 M - Web Content

 Minimum/General Experience: Three (3) to five (5) years' experience in web-site communication plus three to five years experience in communication. Must have experience writing for the web with clear and concise communication skills. Proficiency with web Publishing, HTML, MS Office

Functional Responsibility: web content developer with experience in writing, develop and shape content, designing pages, organization. Content developer will ensure content is easily navigated.

Minimum Education: Bachelors degree in Computer Science or related field.

N - Computer Operator

 Functional Responsibility: Monitors and supports computer processing. Coordinates input, output, and file media. Distributes output and controls computer operation which may be mainframe, mini, or client/server based.

Minimum/General Experience: This position requires a minimum of three years experience, of which at least two years must be specialized experience operating a large-scale computer system or multi-server local area network. Must demonstrate sufficient knowledge of programming to understand how programs use computer hardware.
